The financial performance measures for state-owned enterprises (SOEs) and Crown Research Institutes (CRIs) are designed to promote transparency and consistency through a standardised set of measures calculated from publicly available information.

Financial Performance measures for SOEs

The Crown Ownership Monitoring Unit (COMU) uses the following set of financial performance measures to measure shareholder return, profitability and solvency for state-owned enterprises. The aim is to promote transparency and consistency through the use of a standardised set of measures.

Financial Performance measures for CRIs

COMU uses the following set of financial performance measures to help measure the financial performance of Crown Research Institutes (CRIs). The aim is to promote transparency and consistency through the use of a standardised set of measures calculated from publicly available information.

The primary purpose of CRIs is to provide economic, social or environmental benefits to New Zealand.  However, the financial performance measures are not intended to capture this. Measures are being developed by the Ministry of Science and Innovation) to capture non-financial performance.
